I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 2, after line 15, insert the following: (7) The United States has reduced its oil consumption over the past decade, and increasing investment in clean energy technology and energy efficiency will lower energy prices, reduce greenhouse gas emissions, and increase national security. The Acting CHAIR. Pursuant to House Resolution 466, the gentleman from Maryland (Mr. Delaney) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Maryland.
