Representative Taylor, this is your bill, H.R. 1958. It begins like this: ``Any alien who has been convicted of an offense that involves defrauding the United States Government or unlawfully receiving a Federal public benefit . . . or a State or local public benefit . . . is deportable.'' You have got the language of ``convicted'' in there. It was changed by the Committee. I am just wondering: Why did you originally have it in such a way as to require a conviction?
