Mr. Speaker, our Constitution overthrew kings. It opposes cruel and unusual punishment. It bans titles of nobility, and yet the President's foolish actions will embolden vicious monarchs, autocrats, and theocrats all over the world. This warm welcome dishonors the Constitution and the American people. We must be doing a lot better than this.”
