But it has never been the understanding of any Congress, whether it was the Congress--the House of Representatives that impeached Bill Clinton or the House of Representatives that brought articles against Richard Nixon or back to Andrew Johnson that you need first to prove a statutory offense before the House gets to move Articles of Impeachment.
