If we have a problem with dealing with agricultural non-point source pollution and if we have some practices that can actually prove that problem and also allow us to capture more carbon in the soil, we ought to provide incentives for that.

Climate change could also have lasting impacts on water quality and cause additional harm to an already delicate habitat.
The concern that I have is that those numbers are continuing to grow and without a final determination, the resources necessary to deal with that growth are not forthcoming.
