One of the things that I remember when the President was considering going to war, one of the things that was asked of the President by the Congressional Black Caucus was exactly how were we going to pay for this war and exactly where was this money going to come from, because we have a limited situation. But I guess what you are saying is that what we are doing is we are overspending. I am trying to put it in laymen's terms.
