I think that one should take a look at that, and that is something very important. The motto for the District of Columbia is justice to all. Justice in the form of the ability of District of Columbia residents to use their own funds to operate needle exchange programs in areas they deem appropriate. Justice in allowing D.C. to determine appropriate laws to address the issue of tobacco use among minors.
