In reference to the argument about the deployment and notice, the Department of Defense has a long-standing database in place that lenders currently utilize to access this information, and I think that that would be sufficient with regard to that. The question that the gentleman raises, Mr. Miller, is a very good one with regard to the 100 percent disability. The amendment I've offered does not include those rated 100 percent disabled after multiple appeals. It only applies to those rated 100 percent disabled at the time of discharge. And you're probably right; it won't be but so many people.
