This amendment does nothing to address the fundamental flaws in the underlying legislation. This amendment would simply add unfunded mandates as another basis for the commission to prioritize the review of certain rules. The underlying legislation contains no exceptions for rules, no matter how important. The commission the bill creates could recommend the repeal of rules such as the ones the Bureau of Alcohol, Tobacco, Firearms and Explosives finalized this week that strengthen background check requirements for buying firearms. Such important public safety rules could be jeopardized by this bill. I oppose the underlying bill, and I oppose this amendment, which does not improve the bill. Mr. Chairman, I reserve the balance of my time.
