As I close, let me say this, Mr. Chairman. Again, these are independent agencies. Independent agencies could be required to do cost-benefit analysis without requiring rules to go through OMB. This bill allows the administrator of OIRA to hold up a rule if he or she determines the agency didn't comply. I would urge Members to vote in favor of my amendment.
