Reclaiming my time, as I said before, again, he was saying that regulations are put into effect to protect Americans. And I want to make it clear that we, on this side of the aisle, we have absolutely no problem with making sure that we look at regulations. If they are outdated, if they are overburdensome to the degree that there's no balance there, if they don't make sense, then we want to see those regulations go. But at the same time, what we're also saying is that it has to be a comprehensive examination. And I would think that the chairman of the committee would agree with me on that; that whatever we look at, because we want whatever comes out of this Congress to be credible and to be based on integrity, and we want the American people to buy into it, and hopefully this Congress to buy into it, that it would be a comprehensive view, that we'd look at the total picture, not just the cost, not just the benefit, but looking at it all. Madam Speaker, I yield 4 minutes to the gentleman from Missouri (Mr. Clay).
