“I cannot help but just look at and quote a portion of the National Head Start Association's Report entitled, "Dismantling Head Start, The Case for Saving America's Most Successful Early Childhood Development Program," which is dated April 16, 2003. What they say in that report, the National Head Start Association, is, and I quote: "A hodgepodge of inconsistent and untested State government programs that either will serve fewer children than Head Start does now or will provide less comprehensive services to those children served will be the outcome if this legislation is passed." The interesting thing is, as I listened to the gentlewoman from the Virgin Islands, I could not help but think about a school where for the last 12 years I have spoken as the graduation speaker, which is basically a high school for children who are in special education.”
