The Supreme Court Loudermill case, which Mr. Lynch cited, says that the employee must be given notice before they are fired and an opportunity to respond. This bill, basically you're fired and then you appeal trying to get your job back, so you don't really truly have notice. I yield 3 minutes to the gentleman from Virginia (Mr. Connolly).
