Last but not least, Madam Speaker, it was the songwriter Tracy Chapman who wrote the brilliant words: ``Either we change or we live and die this way.'' And so the Congressional Black Caucus is about the business of changing for the better, changing so that all people may rise up and be all that God meant for them to be, but at the same time we present a budget which is fiscally responsible. That too is very important to us.
