Mr. Speaker, the Bush budget eliminates all kinds of programs...the Bush budget freezes funding for Head Start, which provides education and nutrition service for over 297,000 African American children, very, very significant. How do you even put a value on a child being able to get a head start in life and in school and to be able to go to school ready? When we look at health care, the picture gets even worse. The Bush budget does absolutely nothing to hold down the costs of prescription drugs.
