Putin, in my opinion, is weak, unstable and profoundly upset about how his invasion is progressing.

We have to drill that into people's heads, that they can't use personal devices.

To me, that is very difficult, and we have got to find a way to work around that.

I think if we work in a bipartisan way, we can get a lot accomplished.
