You just can’t have it both ways and that’s what Joe Manchin is trying to do.

This is coming from Congress. This is the people's house, you know, saying that they believe that there has been some criminal behavior.

I think that is going to pay off for Democrats at the polls.

I think Congress has an obligation to fix that.
