If the Congress is unable or unwilling to impose the fees that you have--that are recommended, then inevitably, the cuts that are proposed for the agencies that would have oversight and responsibility in this regulatory framework would simply be unable to implement the regulations that you put forward, opening us up--if you could, comment on it--opening us up to the possibility that we would have another spill in deep water that we would be unable to clean up, and that we will not have been able to properly project.
