Mr. Speaker, H.R. 2196 will implement long-needed improvements to the body of laws which encourage and stimulate the transfer of technology developed, with Federal research and development dollars, to the private sector. It does this in three principal ways: First, by providing necessary guidance in defining the intellectual property rights of private sector Cooperative Research and Development Agreement [CRADA] partners for technologies created from joint research and development activities conducted in partnership with Federal laboratories. Industry partners will be assured of having, at minimum, an exclusive license in a prenegotiated field of use for the new technology.
