Mr. Chairman, GPO, the Government Printing Office, has reduced their staff by 25 percent over the last 4 years, meaning a reduction of more than 1,000 full-time equivalents. The Klug amendment, although well intentioned, is extreme. Time and time again Members searching for easy deficit reduction targets turn to Federal employees. Indeed, that is what this amendment does. Already the bill before us today will reduce the Government Printing Office by 50 full-time equivalents. The additional cuts contained in this amendment would reduce GPO by another 350 FTEs. Such a draconian reduction would hinder their ability to produce the documents that we depend on in a timely fashion, including the Congressional Record, bills, reports, hearing transcripts, official documents. Furthermore, such a large cut would lead to expensive RIFs; let us consider that. Please join me in opposing this amendment. The GPO is making excellent progress moving into the 21st century with advanced technology and a leaner staff. Let us not set them back in time.
