Mr. Chairman, with the beginning of this Congress, the Science Committee, under the leadership of the gentleman from Pennsylvania, has engaged in a new process which strives to put us, as an authorizing committee, at the table with the Appropriations Committee and the Budget Committee in the setting of public policy and in directing how our Federal moneys are spent. As a result, the committee has been exercising our policy setting responsibilities with a strong voice in the funding process. The gentleman from Pennsylvania, as chairman of the committee, has asked all the subcommittee Chairs to produce authorization bills which reflect the House-passed budget resolution, moving us to a balanced budget in 7 years. H.R. 2405, the Omnibus Civilian Science Authorization Act, reflects the need to prioritize our Nation's scientific research funding under tight fiscal limitations which moves us to a balanced Federal budget.
