Mr. Chairman, as co-chair of the Congressional Caucus for Women's Issues, I have been working with my colleagues--particularly Representatives Johnson, Roukema, Kennelly, Norton, and others--to fashion comprehensive legislation to strengthen our Nation's flimsy child support enforcement laws. In the forthcoming days, we will introduce our legislation--the Child Support Responsibility Act of 1995--which will be considered on a parallel track with welfare reform. In the area of child support enforcement, Mr. Chairman, you may be surprised to learn that States have specifically asked for a mandate. They want the Federal Government to require all States to play by the same rules--to give full faith and credit to each other's child support orders; to require cooperation among squabbling State agencies; and to unify the random patchwork of State laws that make interstate enforcement incredibly difficult, often impossible. Of course, Mr. Chairman, States want Federal funding for a unifying child support system, and our bill provides it.
