Quite frankly, I am in support of the Davis-Moran amendment. We fully agree, I think, on this floor that the Federal Government should do business with ethical and law-abiding companies, and that is why Congress, working with the Office of Federal Procurement Policy, has passed already a substantial body of statutes to which the Federal contractors must adhere. We do not need this blacklisting regulation. I, therefore, urge this body to support the Davis-Moran amendment.
