“Mr. Chairman, during my tenure in the House, I have always supported programs that would ensure that women have access to nontraditional jobs. For women who are seeking job training services, the bottom line is a livable wage. Nontraditional jobs pay better, they offer greater benefits. For displaced homemakers and single parents, nontraditional jobs can be a pathway to economic self-sufficiency and family stability. I also believe that, we know the old adage, if it ain't broke don't fix it, we have a situation that is not broken, that appears to be working, that this bill will help to enhance, so let us not change it. It is because of my interest in the self-sufficiency of women that I have joined with my colleagues, the gentlewoman from Hawaii [Mrs. Mink], the gentlewoman from California [Ms. Sanchez] and the gentlewoman from California [Ms. Woolsey] to offer this amendment to preserve programs for displaced homemakers, single parents and pregnant women. The amendment does not add any cost to the bill nor does it seek to restore the current law set-aside at the State level for these programs. It merely requires that localities currently funding such programs continue to do so at the same level as fiscal year 1997.”
