H.R. 2086 will maintain our global leadership in information technology and prioritize our Nation's basic IT research by authorizing funding for six agencies that are undertaking civilian IT research and development initiatives. One major agency, however, Mr. Chairman, the National Institutes of Health, is not among the group of agencies currently authorized in the bill. My amendment would allow NIH to receive the funding authorization that it needs for vital information technology resources needed to map out the human genetic map, battle cancer and other life-threatening diseases, provide bioinformatic and molecular analysis, assist with telemedicine and advance computational medicine, among other efforts. Mr. Chairman, let me provide just one example of the importance of cutting edge information technology for today's innovative medical research. The human genome project, overseen by NIH and the Department of Energy, is an international research program designed to construct detailed genetic maps and determine the complete sequence of human DNA and localize the estimated 50,000 to 100,000 genes within the human genome.
