This legislation, the District of Columbia Family Court Act of 2001, is the product of a lot of collaboration, a lot of discussion, and lot of debate; but I think the final product is one that we can all be proud of. The Family Division of the D.C. Superior Court is supposed to be a last resort, a haven, for abused and neglected children. It should be a place where caring and responsible adults make decisions that protect our most vulnerable and our most precious members of society. But too often, the court has failed in its mission.
