“So here's the point. So you're going to create a document for the American people that says, hey, we're going to be spending this much in year 10 for veterans when we know that that's not true. We know right now, in fact, you've just said on the floor of this House, that number's going to be a lot bigger. And my point is we can make it bigger, we can make it smaller. This bill doesn't save a dime in terms of what decisions we make. But why would we want to present the American people with a misleading sense of what it's going to cost in real dollars and cents? I agree with the Member.”
