So I just want to understand, Mr. Speaker. This standing rule of the House, which I have here, has been altered by the House. Is that what the Speaker is saying? The SPEAKER pro tempore. The House adopted a resolution altering it.

At least for now, I don’t see the votes. Based on my reading of the end of the meeting, I don’t see the votes there right now for passing the House Republican bill.

So, this is like telling someone’s city council what their total budget cap is, which is just Congress trying to use the District of Columbia as their playground and plaything?
