The short answer is, we do want to pay all Federal employees because none of them should be punished, but we also don't want them to be fired and RIF'd during this period of time. You said, in the private sector, people don't like to fire employees. I know, Senator, you have read the remarks of Russ Vought, the head of OMB. He wants to visit "trauma" on Federal employees, and he wants to fire a lot of them. He has said so.
