This certainly is the only plan on the table that would insert a provision into the Constitution of the United States that makes it easier to cut Medicare and easier to cut Social Security than it is to cut subsidies to oil and gas companies or other special interests for the purpose of reducing the deficit. We think that's a bad idea. That's why it's not part of the President's balanced plan to reduce the deficit by $4 trillion over 10 to 12 years. {time} 1850 With that, I yield 1 minute to the gentleman from New Jersey (Mr. Holt).
