As the Speaker knows, a number of Members of Congress have asked unanimous consent to proceed to the Senate and pass the so- called ``clean CR.'' I want to understand the rule. My understanding is that if the Democratic leader and the Republican leader both give their consent to that, then that bill would come before the body now; is that correct? The SPEAKER pro tempore.
