The Clerk read as follows: Mr. Van Hollen moves to recommit the bill, H.R. 3865, to the Committee on Ways and Means with instructions to report the same back to the House forthwith with the following amendment: Add at the end the following new sections: SEC. 3. PRESERVING DEMOCRACY FROM THE CORRUPTING INFLUENCE OF SECRET DONORS. Nothing in this Act shall limit, restrict, or prohibit the Secretary of the Treasury from issuing regulations requiring the disclosure of secret political donors. SEC. 4. RESTORING UNEMPLOYMENT BENEFITS FOR AMERICA'S JOB SEEKERS. This Act shall not take effect until the Secretary of the Treasury has certified that the most recent percentage of the insured unemployed (those for whom unemployment taxes were paid during prior employment) who are receiving Federal or State unemployment insurance (UI) benefits when they are actively seeking work is at least equal to the percentage receiving such benefits for the last quarter of 2013, as determined by the Department of Labor's quarterly UI data summary measurement of the Unemployment Insurance recipiency rate for all UI programs.
