I'm trying to understand why a motion to keep the entire government open is not in order on this measure. Why would the rules have been written in a way that a simple motion to keep the entire government funded now would not be in order in the people's House? Why would it be written in a way that this House cannot work its will on keeping the government open? This is the people's House. Why would a rule be written in a way that we cannot have a vote to keep the entire government open now, tonight? So we apparently have a rule in this House that says we're shutting down democracy tonight. We can't have the opportunity to have a vote to keep the government open. That's what's happening here. Let's not play any games, my colleagues. That is what's happening here. You know if we had a vote tonight, it would pass. The SPEAKER pro tempore. The Chair is prepared to rule.
