I would hazard a guess that Thomas Jefferson would not want to write into the Constitution of the United States anti- democratic provisions that said you need two-thirds in order to close special interest tax loopholes for the purpose of deficit reduction or to say that we're going to decide now, for all time, that we have to balance our budget at 18 percent of GDP rather than some other number that may be the will of the American people.
