With all due respect to Mr. Upton and putting aside the merits of this bill, this is the 62nd time we are voting to repeal the Affordable Care Act. We have never seen a vote in this House on any kind of so-called substitute to the Affordable Care Act. Our Republican colleagues have been full of talk, and we haven't seen any action.
