Hardworking American people have been paying their Medicare payroll taxes day in, day out, month in, month out. The choice we have here is whether we are going to make good on that Medicare guarantee or whether we're going to say to the folks at the very top, We just can't take you back to the tax rates that were in place during the Clinton administration. Why would we say that to people who have been putting their payroll taxes into Medicare? Why would we say we're going to end the Medicare guarantee?
