I want to thank my friend from California for those comments, and I would just say this: I have in my hand a proposal, a substitute amendment. If we passed it, it would prevent the sequester from taking place on defense and non- defense in a balanced way. You spend these things one time to get rid of the sequester. The chairman of the Armed Services Committee said he wished he had an opportunity to vote on something like this, and I say to him, I wish the Rules Committee had given him that opportunity. With that, I yield 3 minutes to the gentleman from Maryland, the distinguished Democratic whip, Mr. Hoyer.
