last spring many of us warned that unilateral military action against Iraq would open a Pandora's Box; that the President had not prepared the American people for the sacrifices that would be entailed by such an action; and that to act without the support of the international community would seriously jeopardize our ability to win the post-war peace in Iraq. Regretfully, I fear that we were right. And there is little satisfaction in that realization--because the implications for our Nation and the American people are very serious indeed. Our President and his advisors have backed this country into a corner from which there is no easy escape. Now the President has asked this Congress--asked the American people--for an additional $87 billion for the upcoming year to pay primarily for our efforts in Iraq. This request comes on top of the $79 billion already appropriated for these purposes this fiscal year and we can be sure that this will not be the President's last request for funds for Iraq. Iraq's stabilization and reconstruction needs over the next five years have been estimated at over $50 billion--without taking into the account the costs of continued troops deployment there.
