It does not encourage certainty or confidence in the markets or anywhere else for one party to say that if they don't get the budget their way, they're going to prevent the United States from paying its bills. That sends a terrible message. American families don't have the luxury of saying that they're not going to pay their bills. With that, I yield 1 minute to the gentleman from Michigan (Mr. Clarke).
