I am asking why it is that the standing rule of the House, the normal rules of the House that we have been operating under, rule XXII, clause 4, what is it that has changed that that makes it impossible for me now to offer a motion to send the clean CR to the White House where the President can sign it tonight? What is it that has changed the standing rule of the House? The SPEAKER pro tempore. A special order of business resolution adopted by the House limits the motion to the majority leader or his designee.
