Thousands of parents in Maryland's Third Congressional District, and hundreds of thousands across this country, have made the decision to educate their children at home. They have made this decision for educational reasons and for religious reasons. What all these parents have in common is a concern for their children's education, and a willingness and a determination to instill in their children a love of learning and a strong sense of values. I rise in support of the amendments to strike the certification provision from this bill, and to further assure that no provision of this bill will extend Federal involvement to home schools, or private, parochial or religious schools.”
