“I wish to thank Senator Murray and Senator Collins returning us to regular order and bringing an appropriations bill to the floor that is consistent with the budget resolution passed by this body. I also wish to compliment my colleague from Maryland, the chairman of the Senate Appropriations Committee Senator Mikulski. We are returning to regular order in the Senate. I find it amazing. The House bill that has been reported I don't think it has yet been voted on was a partisan bill. What we did in this body is have Democrats and Republicans working together. That should be the model we use in this institution. The motion to recommit would destroy that, would take that away. That doesn't seem to make a lot of sense. Let me talk on the merits, if I might, for one moment, and that is what this motion would mean as far as jobs in this country and responsible investments.
