Navy officers are always the best, and coming from Maryland, where we have the Naval Academy, we were pleased to provide some help to the Senator from Alabama. If I can continue on the New START treaty, the real test here is the national security of our Nation. When you listen to the advice given to us by our military experts, they tell us the ratification of New START will enhance our national security. When you talk to the people who are responsible for collecting intelligence information and analyzing that information, they tell us it is in our national security interest to ratify the New START treaty. When you talk to the political experts, those who are charged with managing our foreign policy considerations around the world, they tell us the ratification of New START will help protect our national security interest. The reason is that when you look at this treaty and find out what is in this treaty that restricts what the United States can do and you look at the number of deployed warheads and the number of delivery vehicles we are permitted to have, our experts say those numbers are clearly achievable for us without compromising whatsoever all of our national security interests. That is what they tell us. And these numbers were not developed by the political system; they were developed by the military experts as to what is reasonable as far as limitations on deployed warheads.…
