We are now into 3 years under the Affordable Care Act, and all we get from the Republicans is repeal after repeal after repeal--no effort to deal with legitimate problems of implementation that we would like to work together to do.

If Putin hates this so much, we're sure that there are a lot of other dictators who would hate this as well.
There is no reason why somebody should be sanctioned in America and not in Europe or not in the U.K.
If Putin is so mad about this, probably there will be some other dictators that would not like it as well
