“I thank Senator Leahy for his extraordinary leadership on this issue. He serves on the Appropriations Committee that has brought us this supplemental appropriation. He is also the chair of the Judiciary Committee. I had the great privilege for a short period of time to serve on the Judiciary Committee--too short a period of time--and saw his extraordinary leadership. I know it was his committee that brought together an immigration reform bill that would have dealt with some of the major problems we have in our immigration system. Through great work we got that bill passed in the Senate over 1 year ago. I find it somewhat ironic that in the House they are now talking about how they can change the immigration law while we have a bill that is over there.
