I rise in support of H.R. 3199, the USA PATRIOT and Terrorism Prevention Reauthorization Act of 2005. Following the terrorist attacks on September 11, 2001, Congress undertook a review of Bush Administration proposals to strengthen our laws relating to counterterrorism. Congress passed the Patriot Act in October 2001--which I supported--recognizing that it needed to give law enforcement the proper tools to effectively combat new terrorist threats. The law took account of new changes in technology that are used by terrorists, such as cell phones, the Internet, and encryption technologies. The original Act gives federal officials greater authority to track, intercept, and share communications, both for law enforcement and foreign intelligence gathering purposes. It vests the Secretary of the Treasury with regulatory powers to combat corruption of U.S. financial institutions for foreign money laundering purposes. It seeks to further close our borders to foreign terrorists and to detain and remove those within our borders. It creates new crimes, new penalties, and new procedural efficiencies for use against domestic and international terrorists. Indeed, the PATRIOT Act gives federal prosecutors many of the same tools to use against terrorists that Congress has already granted them to use against drug traffickers, for example.…
