Mr. Speaker, what a great legacy Vic Fazio will leave when he retires from this institution. I think we all could try to emulate what he has done as a Congressman. Yes, Vic will be known for what he has done for the people of California, the economic programs he has brought forward and the effectiveness with which he has represented the people of California. He will be known in this Nation as a champion on environmental issues, on family and children issues, on human rights issues. But, Mr. Speaker, I would like to use the little time I have just to point out what a great legacy he has left on the love for this institution and trying to strengthen this institution. He has served on our Committee on Standards of Official Conduct; he served as chairman of our Caucus, and he has always strengthened this institution and provided the integrity that is expected by the American people. He has strengthened the ability of everyone to have the voices of their constituents heard. What a great record, what a great individual, what a great friend. He will be sorely missed. I can tell you there are not many like him. I am glad to call him my friend.
