“Mr. President, first, let me thank Senator Schumer for bringing this issue to the floor at this time. Senator Schumer has been a great leader on what we need to do to help respond to COVID-19. He recognized from the beginning that we needed a balanced program to deal with the health pandemic, with the Marshall Plan, to deal with the help to our State and local governments, and to deal with the economic consequences of COVID-19.
