Mr. President, before I start my remarks in regard to Sudan, I want to thank Senator Murray for her incredible leadership in regard to the appropriations issue and Senator Collins. It took a lot of work to get us to where we are now. I urge my colleagues to cooperate so we can get this vote before the government shutdown at midnight. It is a bill that I think we all can support and be proud of. It is not everything that we wanted, but I think the priorities have been protected, and I thank the chairwoman for what she has done in that regard. Sudan Mr. President, in 2018, as the Sudanese people took to the streets to demand change after decades of war, a young woman climbed on the roof of a car. Protesters captured the ``Lady Liberty'' moment. As she pointed her finger in the air, she read a poem that would become one of the slogans of the Sudanese revolution: The bullet does not kill. It is the silence of the people that kills. It is the silence that kills. I come to the floor today because we cannot be silent about Sudan. We must hold those committing war crimes accountable. I urge the Biden administration to take the critical diplomatic steps to end the conflict in Sudan. In 2018, when protesters brought down the brutal and genocidal regime, two-thirds were women. They dreamed of a Sudan that was free of oppression, harassment, and sexual violence, a Sudan that would transition to democracy after nearly 30 years of authoritarian rule.…
