Whereas the United States seems to have primarily prioritized security, hoping that they could catch up on governance later, what we find in everything from think tank studies to academic studies to experience on the ground is that governance and security have to be operated concurrently and have to be prioritized concurrently.
Cardin stresses the necessity of addressing governance alongside security in U.S. policy towards Afghanistan.
